On June 1, 2017, between the Government of the Republic of Bashkortostan (concedent) and LLC “Bashkir concession company” (concessionaire), a concession agreement was concluded on the financing, construction and operation of a public road of regional significance of the Republic of Bashkortostan - a new departure from the city of Ufa to the road road of federal significance m-5 "Ural" ("Eastern Departure").

BKK LLC (the main participants of which are VTB Infrastructure Holding, which is part of the VTB group and the Turkish construction and investment holding Limak Group) was created specifically for the project under the concession agreement.
